At an interview which I had with the Wai-wu Pu on the 9th March, I submitted to them the draft of an Article for our joint signature, which should fix the watershed between the basins of the Irrawaddy and Salween Rivers as the boundary. I also communicated the offer to compensate China for the extinction of all claims on our side of the boundary (which was to be embodied in an exchange of notes) by the payment of an annual sum.

I had another discussion with the Chinese Ministers yesterday, which resulted in our proposals being refused,

Do you approve of my now addressing a note to the Chinese Government in accordance with paragraph 4 of Lord Lansdowne's despatch No. 219 of the 30th September, 1905?
